- Schedule Evidence Graph
- Immutable reviews, versions, release-scoped observations, schedule entities, procurement snapshots, and discussions connected by provenance. It is a read model, not another schedule database.
- Decision Memory
- An append-only record that a discussion was accepted, challenged, or superseded. The original evidence and comments do not change.
- Provisional identity
- Matching activity codes across releases can support a bounded comparison, but do not prove the observations represent one governed entity.
- Deterministic answer
- An answer computed from named fields and rules. If the required evidence is unavailable, the answer is WITHHELD.
- Correction
- A later upload receipt for the same or an older schedule-valid Data Date. Receipt time does not replace schedule-valid time.
- Withheld claim
- A conclusion XERPLUS does not make because a named prerequisite is absent or unsupported. WITHHELD is not zero, pass, or fail.
Authority ceiling: bounded schedule interpretation—not causation, responsibility, entitlement, commitment, resource leveling, or P6 verification.
